Why are some warnings ignored, and others not?

One thing that didn't make sense was cassandra didn't try to make her riddles easier to decipher. I learned a lot about warnings for disasters and I think that the reason that Andrew Natsios' warning was accepted was because he had connections and told people exactly what would happen if they didn't act. He got his point across to someone who could actually do something. Cassandra made herself an outcast and made her warnings as vague as possible. Even her father didn't like her. If I would warn someone, I would do it like andrew or tell someone in power.
